Mr. Pipe was recently contracted by the Asian Institute of Technology to design a 10-day training course on Strategies for Successful E-Governance, specifically designed to officials of national governments and municipalities who have responsibilities for providing leadership, management as well as technical capabilities for providing e-Services.

In 2008 he served as a term member of the Thailand National E-Government Assessment Project which examined the status of e-Services across the government and results will be used to implement Thailand's programs to improve e-Government.

In 2006 he was responsible for preparing the World Bank's E-Government Knowledge Map and contributing to the design of the E-Government Toolkit, that have become important resources for official in developing countries in the design and implementation of E-Government programs.

This presentation will review what are considered to be essential elements in preparing and implementing e-Governance programs by international organizations and governments. This includes factors as readiness assessments, planning, leadership, stakeholder consultations, sustainability and focusing more on citizen-centric services. How e-Governance applications can promote economic growth also will be addressed. Mobile-based services also will be examined. E-Municipalities will be described in terms of the Open City Portal methodology. Case examples will be presented from several countries as well as a World Bank study of the 20 most important e-Governance services.
