The Strategy Management System (SMS) is a web-based application designed for managing, analyzing, aligning and reporting on IT strategies to support missions and strategic goals of government-wide programs such as e-government and public reform programs. SMS was developed by the Center for Electronic Governance at UNUIIST to support the implementation of the Strategic IT Planning Framework for public organizations. The features of the system include:

  1. Managing of organizational IT plans
  2. Analyzing strategies for internal consistencies and gaps
  3. Reporting on IT strategies and initiatives which are contributed by different government agencies

In addition, SMS supports Strategic Alignment. It supports the strategic alignment process between IT and Business by allowing the definition and management of strategic domains, by allowing strategy (and initiative) elements to be linked (to show support and utilization) across the alignment domains, along the four alignment perspectives and by generating the degree of alignment for each of the four alignment perspectives as well as degree of alignment between different pairs of domains of alignment. SMS support two types of alignment:

  1. Vertical alignment – aligning government-wide IT strategies and initiatives with agency (or organizational) IT strategies
  2. Horizontal alignment – aligning organizational and IT strategies
