UNeGov.net Schools aim at developing human and organizational capacity towards developing Electronic Governance and carrying out Public Sector Reform in a country developing. They comprise of lectures by international experts and practitioners and engage the audience through experience sharing and discussions, thus putting international best practices in the local context.

The Foundation School on Electronic Governance aims to to provide participants with a good understanding of Electronic Governance. Specifically, the School teaches how to carry out strategic planning and develop both organizational and technical structures for Electronic Governance. The school also provides a medium for international and local experience sharing on e-Government development in general and within the framework of the UNeGov.net Community of Practice in particular. The Foundations School is generally comprised of seven modules:

  1. Introduction to Electronic Governance - What is Electronic Governance about? Topics include: benefits and challenges to Electronic Governance, and implementation issues - front office and back office.
  2. Strategic Planning for Electronic Governance - How to realize the vision of Electronic Governance? Topics include: core elements of an Electronic Governance strategy; how to design and conduct e-readiness assessment; how to develop the vision, goals and objectives; how to develop a portfolio of the required intervention programs; how to prioritize intervention programs; how to monitor and evaluate progress.
  3. Technologies for Electronic Governance - What technologies exist to build Electronic Governance? Topics include: Object Orientation - a paradigm for system modeling and implementation; UML - a notation for modeling object oriented systems; XML - common syntax and family of technologies to represent and process data description languages; Open Source Software - software with available source code.
  4. Engineering Structures and Processes for Electronic Governance – How can organizations effectively use technology solutions? Topics include: basic need and concepts of organizational transformation in government; good practice approaches, tools and techniques used to aid transformations such Balanced Scorecard, Program Management, Benefits Management, and Business Process Reengineering; the role of ICT as an enabler for structural and process changes in government and public services organizations.
  5. Aligning Technological and Organizational Development - How to Maximize Value while Minimizing Risks? Topics include: why and how good-practice IT Governance is essential for the alignment of IT with the strategy and operations of an organization; the relationship between IT resources, IT services, enterprise information and the achievement of organizational goals; models for public value and benefits management; management of IT-related risks.
  6. State of Practice for Electronic Governance - What examples exist? What Lessons can be Learned? Topics include: global progress in e-Government in terms of e-readiness and online presence maturity; global and regional leaders and best practice models in e-Government readiness, e-service delivery and the provision of common e-Government services, etc.
  7. Building a Community of Practice for Electronic Governance - How to work together? Content: communities of practices; technical, organizational and social infrastructures; maturity models; methods and techniques for development and growth; sustainability; examples – UNeGov.net and others.

UNeGov.net currently offers three schools on: Foundations, Technology and Leadership.
