The United Nations University – International Institute for Software Technology (UNU-IIST) is accepting applications for three Postdoctoral Fellow positions under its Programme on Electronic Governance (EGOV) for Sustainable Development (SD):
- Postdoctoral Fellow in Sustainable Development and EGOV
- Postdoctoral Fellow in Public Administration and EGOV
- Postdoctoral Fellow in Information Systems and EGOV
Programme: Established in 2004, the EGOV for SD programme focuses on the use of Information and Communication Technology (ICT) to transform the working of government organizations and their relationships with citizens, businesses and one another, and to strengthen the collective capacity to pursue a government-led sustainable and balanced economic, social and environmental development. To this end, the programme engages in research, postgraduate education, policy analysis, and human and institutional capacity building, while working with several partner organizations from government, academia and United Nations. Presently, the programme includes projects on: EGOV measurement, governance for SD, smart city development and government Chief Information Officer systems; it coordinates the conference series on Theory and Practice of Electronic Governance (ICEGOV); and it develops a Professional Master Programme in Government Information Leadership for Sustainable Development. The programme has a proven record of impact and fund-raising for its projects. Responsibilities: Successful candidates will:
- contribute to collaborative research carried out within the programme;
- publish research results through leading journal and conference series;
- transform research results into instruments – guidelines, toolkits, software, recommendations, etc. for policy-makers, decision-makers and implementers;
- contribute to existing projects in the programme;
- contribute to developing new projects and raising funds for them;
- support postgraduate degree programmes;
- support the organization of schools, workshops and courses for postgraduate students and government executives;
- build and sustain collaborative relationships with partner organizations; and
- remain active in international research and policy networks.
Qualifications and Experience: Applicants are expected to possess:
- PhD degree in a discipline related to the position applied for – SD or Development Management for position 1, Public Policy or Public Administration for position 2, and Information Systems or Technology Management for position 3;
- master-level qualifications or professional experience in applied ICT;
- domain knowledge and publication record in EGOV and SD;
- fluency in English and excellent writing skills. The following are desirable:
- international-level academic and professional experience conducting research, teaching and supervising students, and participating in projects in the relevant area;
- knowledge of the public sector and experience working with developing countries;
- ability to work independently, with orientation on results and commitment to capacity-building and SD;
- excellent organizational and communication skills;
- ability to work in multi-cultural and multi-ethnic environment; and
- dedication to the core values of the United Nations – integrity, professionalism and respect for diversity.
Conditions: The positions are for 24 months, with possibility of extension. Salary, dependent on qualifications and experience, is in the range of USD 2,500 – 3,500 per month, free of Macau tax. Health insurance and accommodation (except utility costs) are provided free of charge. Procedure: The applicants should submit:
