e-Macao Program - Building a Foundation for e-Government in Macao

Building on the foundation established by the e-Macao Project, the aim of the e-Macao Program is to raise the maturity of Electronic Government in Macao through a well-planned framework of initiatives to further improve the application of Information Technology by Macao Government and its agencies. The program will particularly focus on cross-agency, government-wide initiatives spanning technical, managerial, organizational and human aspects of technology use in the public sector.
As the main driver behind the e-Macao Project, the role of UNU-IIST is to support the e-Macao Program by providing technical leadership and advice through the Program Technical Committee to various projects which are part of the program. UNU-IIST will also propose initiatives which directly utilize the results of the e-Macao Project, and which are applicable across the government.
To contribute to these objectives, UNU-IIST will carry out four projects in 2007:
1. Strategic IT Planning for Macao Government
2. Software Infrastructure for e-Government in Macao
3. Standards for e-Government in Macao, and
4. Macao e-Government events.

  • Support the implementation of the Macao e-Government Development Program 2005-2009 by executing projects to implement the postulated policies.
  • Raise the level of collaboration among government agencies in Macao on the development and application of technology in the joint delivery of services.
  • Facilitate the adoption of uniform, government-wide standards to guide the planning, development, application and management of technology in Macao Government. Showcase the application of standards through concrete projects.
  • Implement concrete projects to raise the level of technology use among Macao Agencies and the quality of services delivered to citizens and businesses, with particular focus on cross-agency, infrastructure-building initiatives.
  • Build human capacity in Macao Government Agencies through provision of training, mentoring and development of skills to meet project requirements.
  • Maintain and expand a continued learning environment on technology use in Macao Government through seminars, workshops and conferences. Establish a Community of Practice on Electronic Government in Macao.
  • Promote Macao as one of regional leaders in research and practice on Electronic Government and technology in government in general.
  • Build upon the foundation established by the e-Macao Project by utilizing its results - deliverables, outcomes and impact, created by the Project.

All four e-Macao projects executed by the Center are executed as planned.
