Standards and Best Practices for Electronic Government

This project defines a set of management and, to a lesser extend, technical standards and good practices for the development, implementation and operations of Electronic Government services typically offered by public administrations. These standards and best practices adhere to what is widely adopted internationally. The standards will be tested in a few pilot government agencies before possible refinement and further dissemination.
- Develop a repository of agreed and documented standards for the development and implementation of e-Government services such as standards for programme management, project management, software development lifecycle and technical documentation.
- Develop a repository of agreed and documented standards for the operations of e-Government services such as standards for business process re-engineering, IT Service Management and service fulfilment.
- Develop an e-Governance competency model for government employees to become educated, certified and skilled in order to successfully apply these standards when developing, implementing and operating e-Government services.
Analysis of the detailed requirements has been completed.
- Set of agreed and documented integrated standards for IT Governance.
- Set of agreed and documented standards for Programme and Project Management including Quality and Risk Management.
- Set of agreed and documented standards for managing the Software Development Life Cycle.
- A pool of a small number of key Macao Government staff who are trained and certified on these standards. These employees could be selected from those Macao Government agencies that were selected to pilot the “standardised” planning, development and implementation of services.
- A report on the adoption of standards for e-Government in Macao.
The project is executed according to plan.
- Survey of Standards - framework for the investigation of the current state of management and technical standards adoption across Government agencies and identification of areas where standards may be used in future.
- Standards Development - selection and customization of management and technical standards based on the results of the survey of standards.
- Training - training of selected public officials on the use of the standards previously selected.
- Standards Implementation Strategy - development of a strategy for implementing slected standards through pilot projects.
- Post-Project Support - provision of support on the use of standards and monitoring the compliance to standards by e-government projects beyond the project.
- Dissemination - development of the project website to contain project results and other useful resources on e-Government standards.
