The workshop was organized by United Nations Department of Economic and Social Affairs (UNDESA) and the Regional Cooperation Office for City Informatization (RCOCI). It provided participants with opportunities for in-depth discussion and a wide exchange of views related to back office management issues in the Asia and Pacific region. The key aim of this capacity-building workshop was to upgrade the policy making capacities and technical skills of officials from developing countries in the Asia and Pacific region, focusing on back office management issues for e/m-government.

The event was co-located with the 7th Annual Forum on City Informatization in the Asia-Pacific Region (CIAPR VII) - jointly sponsored by the Shanghai Municipal People’s Government and the United Nations Department of Economic and Social Affairs (UNDESA), in partnership with the United Nations Development Programme (UNDP), the United Nations Industrial Development Organization (UNIDO), the United Nations Institute for Training and Research (UNITAR), the State Council Informatization Office of China, the Ministry of Information Industry of China, the Ministry of Science and Technology of China, the Ministry of Commerce of China, and the Chinese Academy of Sciences.
