Information sharing is one of the key capabilities required for networked and one-stop government. This capability is also essential in seamless service delivery and complex decision making processes. It is equally imperative in building emergency response infrastructure, security info-structures and health surveillance networks.
Specific goals for information sharing initiatives in government include:
- Enhancing government efficiency,
- Reducing paperwork burden for citizen and businesses,
- Better supporting complex policy issues and decisions through information integration,
- Responding more efficiently and effectively to emergency and disaster incidents, and
- Strengthening the security of citizen data held by government agencies.
The aim of this project is to establish the information sharing needs of Macao Government agencies, and prescribe information sharing strategies, organization and technical infrastructure based on the outcome of research on state-of-the-art in the area of information sharing.
Objectives: The objectives for the project include:
- Capture information requirements - legal, organizational and technical, of government agencies and other government stakeholders,
- Prescribe plausible goals for a MSAR information sharing initiative based on analysis of needs,
- Provide a suitable information sharing policy for MSAR Government,
- Deploy a technical infrastructure (Messaging Gateway) in a pilot agency in line with the developed information sharing policy prescribed in O3,
- Develop the capacities of government agencies in the area of information sharing, and
- Disseminate project outcomes through the e-Macao and UNU-IIST-EGOV portals.
