The e-Macao Program is in its third year of operations and this project in its second year of execution. In 2008, the project sought to re-focus the e-Macao Program based on: (i) lessons learnt during the first two years of the Program, and (ii) results from some of its projects such as Strategic IT Planning for government organizations and Alignment between Electronic Government and Public Administration Reform programs in MSAR. The strategic thrusts for the e-Macao Program Management activities in 2009 include: ensuring the development of a coherent project portfolio, promoting the exploitation of deliverables from completed projects, engaging more agencies in the program, and providing a sound platform for the continuation of e-Macao Program beyond 2009.
In 2009, this project aims to provide the necessary technical, organizational and management support to e-Macao project managers and interested government agencies, in the form of advisory, to enable them to successfully develop, complete and deploy their projects at the target environments. The project will provide advice on how specific project deliverables can be exploited or scaled for production environment, articulate strategic basis and concrete benefits for the continuation of the e-Macao program, and provide a program phase-completion report to reflect on the successes and lessons learnt over the three-year period of the e-Macao Program.
In-line with its aim, the e-Macao Program has the following objectives:
- Portfolio Design – To ensure that agency initiatives are well aligned with government-wide initiatives such as the Electronic Governance and Public Administration Reform programs, other priorities of the government and e-Macao Program objectives.
- Exploitation of Program Outputs – Making presentations of project outputs to targeted audience to drive the exploitation of available project deliverables and seeking other channels to promote these deliverables to government agencies for use.
- Program Review Meetings – Continue to support project managers in the development and managements of their projects through the Technical Committee (TC) meetings.
- Continuity of Program – Establish a rationale for the continuation of the e-Macao Program by providing an assessment of the benefits and challenges of the program to date.
- Program Review – Comprehensively evaluate the e-Macao program initiatives, and lessons learnt from the program, with concrete recommendations for the next phase of the program.
- Dissemination of Project Output – Continue to disseminate program outputs through the e-Macao and UNU-IIST-EGOV portals.
