Software Infrastructure for e-Government

Project Description

This project develops a software infrastructure that will: (1) support the general exchange of information among government agencies, (2) facilitate collaborations between them, and (3) provide organizational and semantic support for such collaborations in selected public sector domains. Possible domains include social benefits, health care, disaster management and tourism.

Project Objectives

  • Provide concrete design models for a messaging infrastructure providing basic communication services as well as enhanced functionalities required for supporting seamless delivery of electronic public services.
  • Implement the Government Message Gateway based on the design model, using robust, open standards compliant components and tools.
  • Develop a knowledge base (Gateway-KB) to answer queries about Government Message Gateway and the services to operate and manage the knowledge base.
  • Investigate organizational and semantic interoperability requirements for inter-agency collaborations in delivering major government services.
  • Develop specialized ontologies (Business Area Ontologies), to support inter-agency collaborations in government in selected domains, specifying conversations, messages types and allowed message instances.
  • Configure the Government Message Gateway to support semantically-sound collaborations among Macao agencies using the Business Area Ontology.
  • Develop a repository (InterOper-KB) and services to publish and maintain ontologies and data schemas for inter-agency message exchange.

Project Deliverables

  • Macao Government Message Gateway - source and binary codes implementing the functions of the Gateway, along with APIs for using Gateway services.
  • Message Gateway Documentation – the document specifying the requirements, architecture, design, implementation, deployment, etc. of the Gateway.
  • Message Gateway Knowledge Base – components and services for updating and querying of information and software related to the Gateway.
  • Macao Interoperability Requirements Document – document capturing organizational and semantic interoperability requirements for Macao.
  • Business Area Ontology – ontology to support collaborations in a business area specifying interactions, messages and associated data element types.
  • Interoperability Repository – components and services to publish, discover, use and manage ontologies and data schema stored in InterOper-KB.
  • Project Website – portal publishing project-related resources and outputs.
  • Small pool of government developers trained on the use of the Application Programming Interfaces for messaging and interoperability services.
