Strategic IT Planning for Public Organizations

Project Description

Strategic IT Planning seeks to establish an effective plan for the use of IT to support organizational mission and strategies. This project develops an IT planning framework which can be used by government agencies when developing their Strategic IT plans.

Project Objectives

  • Develop a standardized approach, i.e. a framework, to strategic IT planning development for government agencies.
  • Develop training progams for government agencies on how they can develop their own strategic IT plans using the framework.

Project Implementation

Analysis of the detailed requirements has been completed.

Project Deliverables

  • Audit Database – two databases capturing organizational, functional and resource-related information on the pilot agencies, created after assessment.
  • Strategic IT Plans - two sets of Strategic IT Plan documents will be delivered at the end of the pilot planning activity.
  • Macao Government IT Planning Toolkit – an annotated collection of readiness assessment instruments, document templates, forms and IT planning process models will be delivered at the end of the Framework Development phase.
  • IT Planning Portal – a portal providing resources and other relevant information as well as technical support for IT planning for government agencies in Macao, delivered early in the project and maintained through and beyond the project.
  • A small pool of public officials trained in the use of the framework, prepared to carry out Strategic IT Planning for their agencies.

Project Assessment

So far, the project has partially met two of its four objectives - a comprehensive IT planning exercise was successfully conducted for the Institute for Tourism Studies with an emerging methodology and major instruments already developed. By the end of 2007, the first two objectives would have been fully met, leaving training and dissemination activities for 2008.

Project Funding

The project is funded by Macao Government through the Public Administration and Civil Services Bureau (SAFP).

The first IT Master Plan, which was implemented for the Macao Institute for Tourism Studies, was also funded by this institute.
