Electronic Governance for Sustainable Development - Foundations

Sustainable Development (SD) is a major item on the agenda of most governments today. In general, SD aims at social justice, overcoming inequalities within the society, environmental protection and economic efficiency, while making sure that addressing the needs of the present generation does not jeopardize the prospects for future generations to meet their needs. Governance and particularly good governance plays a fundamental role in the pursuit of SD. It ensures policy coordination across the social, economic and environmental domains, engages citizens and other societal actors in developing these policies, and provides public services essential to daily life. Information technology can make this process more efficient and effective.

1. Aim

The aim of this project is to establish how governments around the world are using their Electronic Governance (EGOV) programs to advance SD, to develop a model for integrating EGOV programs with SD initiatives, and provide a policy framework to guide governments in aligning EGOV initiatives with SD goals and priorities.

2. Objectives

In line with its goals, the project will seek to achieve the following objectives: 1) establish the state of research and practice in EGOV and SD programming; 2) develop a generic framework and guidelines for integrating/aligning the EGOV and SD programmes based on research findings and successful government practices; and 3) develop awareness and understanding within MSARG on the opportunities provided by EGOV for achieving agency-specific and whole-of-government SD goals.
